Competition agency proposes to govt to set gas price for households based on prices of Ukrainian producers

The Antimonopoly Committee of Ukraine has proposed to the Cabinet of Ministers of Ukraine to consider the possibility of amending the methods for calculating prices of gas for households and take into account average prices of gas produced by Ukrainian companies.

"To consider the possibility… of setting the price of natural gas, taking into account average price of Ukrainian gas producers without additional transportation costs to the western border of Ukraine and the tariff for entering the Ukrainian gas transportation system for the volumes of gas made in Ukraine," the committee said in a press release.

The committee also asked Ukrainian Prime Minister Volodymyr Groysman to instruct the Ministry of Energy and Coal Industry to comply with the requirements of government resolution No. 187 as soon as possible and published information about the price of natural gas within special commitments.

The committee also proposed to the government to mull the possibility of amending the legislative base allowing heat producers to buy gas from suppliers that are alternative to Naftogaz Ukrainy.

The committee's press service reported that the committee presented its proposals in a letter to the prime minister sent on September 11.

The committee said that now Naftogaz Ukrainy is sending draft contracts on supply of gas in the future heating season to heat producers. The company mentioned the price that was not officially published by the Cabinet of Ministers of Ukraine for the heating season.

The committee believes that this approach by Naftogaz Ukrainy could prejudice the rights of heat supply companies and could result in the increase of tariffs for end consumers.
