Lutsenko instructs 'subordinates' on enterprise raids

Search operations at large Ukrainian enterprises on the order of the chief of Ukraine's Prosecutor General's Office (PGO) Yuriy Lutsenko will be conducted with PGO approval at large regional enterprises. Searches of small businesses can be authorized by local PGO offices.

"I am not happy that raids by masked men take place daily at dozens of enterprises, including those which pay large amounts of taxes and small businesses. Therefore, I have signed a document stipulating that any searches at large tax-paying enterprises must be conducted exclusively with the permission of PGO top officials. Correspondingly, raids of regional top tax-paying organizations can be conducted with the permission of regional PGOs, and raids of small businesses with the permission of local PGO offices," Lutsenko said during a press briefing in Zhytomyr last week.

Lutsenko said, "From now on there will be someone held responsible if a large retail chain is raided and electronic equipment seized in order to wait for someone to come and "ask" for the case to be closed. If search and seizure ops are conducted and forgotten about in six months then this is illegal pressure on business."

"Business must become a sacred cow in Ukraine, the same one that pays taxes and takes upon itself the hard social and military situation in the country. Business must be protected," Lutsenko said.
