The Ukrainian Verkhovna Rada should pass legislation before the end of the current spring and summer session to introduce a special vetting procedure for all applicants coming from Crimea and Donbas who wish to receive a Ukrainian biometric foreign travel passport, National Security and Defense Council Secretary Oleksandr Turchynov said.

"We should protect both Ukraine and Europe from separatists and terrorists, from attempts by foreign citizens taking advantage of the fact that the archives are in the occupied territory and we don't have access to them to receive a passport entitling them [to travel to the EU without visas]," Turchynov said.

"I hope the Verkhovna Rada won't go on summer recess until it adopts and votes for this decision," Turchynov told journalists in Poltava on Friday.

Interior Minister Arsen Avakov said the bill is not discriminatory.

Turchynov added that, if an interview reveals that an applicant had been linked to Russian special services or was involved in separatist or terrorist activities, they would be detained immediately.
