Ukrainian Justice Ministry ready to help draft bill on new format of countering 'Russia's hybrid aggression'

The Ukrainian Justice Ministry is ready to contribute to efforts to draw up a bill on a new format of countering the "hybrid aggression being waged by Russia in Donbas", Ukrainian Justice Minister Pavlo Petrenko said.

"I think that if such an instruction is issued, we, as the Justice Ministry, will join the work on the platform of the NSDC [National Security and Defense Council] to draft such a bill, which will be consistent with today's realities and will respond to the challenges posed by the hybrid aggression being waged by the Russian Federation in Ukraine," Petrenko said in comments to Interfax on Tuesday.

This hybrid war involves both elements of hostilities and also elements of an information war, provocations and terrorism, the minister said.

"In other words, it is an absolute challenge to the modern world. Ukraine has already encountered it, but other countries haven't yet. That is why the position of the NSDC secretary [Oleksandr Turchynov] is correct as regards the issue that it is necessary to respond to such challenges with new methods, not the classic ones that were envisaged in legislation," he said.

NSDC Secretary Turchynov said in an interview with Interfax earlier that the military operation in eastern Ukraine should be concluded and it was necessary to proceed to a new format of defending the state by giving the Ukrainian president the right to use the Ukrainian Armed Forces against "Russia's hybrid aggression."
