Ambassador of Spain to Ukraine Gerardo Angel Bugallo Ottone believes that the Minsk agreements are impossible to implement, but believes that there is no alternative to them for resolving the conflict in Donbas.

"The Minsk-2 accords were signed when people were dying on the frontline. They are impossible to fulfill, but at that point they stopped the mass death of people... All of us who have to observe these agreements, we understand that it is impossible to implement them," he said at a press conference in Kyiv on Wednesday.

At the same time, he believes that at the moment there is no other instrument to settle the conflict in Donbas, except the Minsk agreements.

According to the diplomat, free and fair elections in separate districts of Donetsk and Luhansk regions outside Kyiv control (ORDLO) are impossible as well.

"The Minsk agreements suggest free and fair elections under Ukrainian law and under the supervision of Western institutions and the OSCE… But even if the Russian troops leave, it does not mean that the local mafia bosses in ORDLO will allow these elections to happen," the ambassador said.
