Ukraine, EU sign memo of understanding in energy area, agreement to finance anti-corruption initiative

Papers on cooperation between Ukraine and the European Union were signed on Thursday in Brussels in the presence of Ukrainian President Petro Poroshenko, President of the European Council Donald Tusk and European Commission President Jean-Claude Juncker.

The press service of the Ukrainian president reported that the memorandum of understanding on a strategic energy partnership between Ukraine and the European Atomic Energy Community (Euratom) was signed by Ukrainian Energy and Coal Industry Minister Ihor Nasalyk and European Commission Vice-President for Energy Union Maros Sefcovic.

The memorandum signed provides for the expansion of cooperation to enhance energy security based on the principle of solidarity and trust; ensures full integration of the Ukrainian and EU energy markets, as well as implementation of the EU Third Energy Package; increases energy efficiency in all spheres of energy consumption; reduces greenhouse gas emissions; promotes the use and development of renewable energy and other things.

In addition, Deputy Prime Minister for European and Euro-Atlantic Integration Ivanna Klympush-Tsintsadze and EU Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn signed the Agreement on funding the Anti-Corruption Initiative of the EU in Ukraine.

The agreement is based on the results of the implementation of the EU-Ukraine Visa Liberalization Action Plan, State Building Contract for Ukraine, EU Project entitled "Support to the Criminal Justice Reform in Ukraine," the Programmatic Cooperation Frameworkbetween the EU and the European Council for the Eastern Partnership countries for 2014-2017 and the activities of the EU Advisory Mission for Civilian Security Sector Reform Ukraine.

The overall budget for the implementation of the initiative amounts to EUR 16.34 million. The EU contributes EUR 15 million and the Ministry of Foreign Affairs of Denmark co-finances with EUR 1.34 million.

The EU funds will be sent to enhance the capacities of public authorities responsible for fight against corruption – National Anti-Corruption Bureau of Ukraine, Specialized Anti-Corruption Prosecutor’s Office, National Agency on Corruption Prevention, National Agency for Tracing, Recovery and Management of Crime Assets and ensuring the integrity of employees of other institutions of justice.

The implementation of the project will begin late 2016 with the direct participation of the Foreign Ministry of Denmark, which has already been involved in the implementation of the anti-corruption initiative in Ukraine launched by the UN Development Program involving competent authorities of the EU member states.
