U.S. ambassador says security should be ensured in Donbas before holding elections

U.S. Ambassador to Ukraine Marie Yovanovitch has said that clear security guarantees should be established before holding elections in Donbas.

There cannot be any other way of holding the elections if there are no security guarantees, the ambassador said in an interview with Radio Liberty.

The agreements about the ceasefire which should have been observed for the past two years are disregarded, as are the latest agreements concerning the silence regime, the ambassador said.

She stressed that the establishment of security regime in Donbas should be a priority step. Though this is a moot point in Ukraine, if there is a possibility of disengagement of forces, there will be less chance for clashes, the ambassador said. In her words, the establishment of security process should be priority not only for the public but also for the whole of political process.
