PGO finishes pretrial probe against notorious developer Voitsekhovsky

Ukraine's Prosecutor General's Office (PGO) has finished its pretrial investigation of a criminal case against notorious developer in Kyiv Anatoliy Voitsekhovsky, who is suspected of completing a number of illegal acts and creating an organized criminal gang.

"Investigators have today finished their pretrial investigation against Voitsekhovsky and two accomplices employed at enterprises he controlled. The organized criminal group is suspected of violating Part 2 of Article 28, Part 3 of Article 212, Part 3 of Article 28, Parts 3 and 4 of Article 197-1, Part 5 of Article 191, Part 3 of Article 28 and Part 2 of Article 366 of the Criminal Code of Ukraine," First Deputy PGO head Dmytro Storozhuk said on his Facebook page on Tuesday.

He said the land plots seized in the scheme have been arrested, along with construction sites and property belonging to Voitsekhovsky valued at about UAH 200 million.

The accused and have been given the opportunity to familiarize themselves with the charges against them. The final indictment will then be given to the court.

The PGO said it suspected Voitsekhovsky and members of a criminal group of acquiring stakes in the charter capital of a dozen enterprises from 2004 to 2013 (in 2014 the stakes were re-registered to fake companies). With the assistance of these companies, the criminal group allegedly took possession of land plots for the construction of 40 facilities without the required permits.

Some of the facilities were sold for the second time, after they had been bought by first owners.

Several of these structures were built on the basis of forged court decisions and illegally registered in the State Real Estate Registry.

Voitsekhovsky was detained by the PGO on July 15, 2016.
