NACP: No facts of unauthorized interference into e-declaration system established

The National Agency for Corruption Prevention (NACP) has not established facts of unauthorized interference in the operation of the public register of persons authorized to perform public or local government functions.

NACP Head Natalia Korchak wrote on her Facebook page that on August 22 that a NACP commission had finished its work after adding the declaration of NACP member Ruslan Riaboshapka to the register.

"There was no unauthorized interference into the e-declaration system on August 19, 2016," she claimed.

She said that Riaboshapka submitted his declaration to the system on August 19 using valid digital signature that does not belong to a NACP member. The declaration file contains a hypertext link to the accredited key certification center of state-run enterprise Ukrainian Special Systems.

Korchak said that the commission consisted of specialists of all interested parties: NACP, United Nations Development Programme (UNDP) and Miranda software designer. The commission worked in the presence of MP Pavlo Kostenko (the Samopomich faction).

Earlier a declaration allegedly filled in by Riaboshapka appeared in the register, but Riaboshapka denied he filled it in.

Ukrainian Special Systems said that the enterprise did not issue the electronic digital signature (so-called key) to Riaboshapka.
