The OSCE Permanent Council has not held any formal discussions regarding the deployment of a peacekeeping mission in Donbas, OSCE Secretary General Lamberto Zannier has said.

"For several months, the working group on political issues of the Trilateral Contact Group [on Donbas conflict settlement] has been discussing the conditions for and assistance in organizing local elections in Ukraine's east, including the need to provide a fully stable and secure environment... The Normandy Group (Germany, France, Ukraine and Russia) has appealed to the OSCE asking them to develop options for promoting security on the ground in certain areas of Donetsk and Luhansk regions during and after the local elections. The possibility of placing an international police force is one of those options," Zannier said in an interview with the Segodnya newspaper which was published on Tuesday.

However, according to him, the OSCE Permanent Council has not conducted any formal discussions of any of the options for the peacekeeping mission in Donbas.

"A preliminary decision on this matter has not been submitted for consideration either. To deploy such a mission and to get a relevant decision of the OSCE Permanent Council, a consensus among all our member states should be reached," the OSCE secretary general said.

He said a unanimous decision of all 57 OSCE member countries is required for the deployment of the international police mission, and stressed that no roadmap has been officially presented so far and the discussion on the subject is far from completion.

He also said that the matter of the size of the contingent of international police forces can be discussed only after all 57 states will come to an agreement concerning the deployment of such a mission.
