Poroshenko approves tripling penalties for drinking and driving

President of Ukraine Petro Poroshenko has signed the law 'On amendments to the Code of Administrative Offences' relating the harsher punishment for driving under the influence of alcohol, drugs or medicines lowering attention and reaction rate.

As reported on the page of the corresponding bill No. 4373 on the parliamentary portal, the document approved in the second reading and as a whole by the parliament, was returned with the signature of the head of state on Monday, July 7.

The law increases the fine in size regarding the drivers under the influence of alcohol, drugs or other medicines from 200 non-taxable minimum citizens' incomes to 600 non-taxable minimums. It also stipulates deprivation of the right to drive a vehicle for a year.

If a person repeatedly commits any of the above mentioned violations within two years, he will have to pay a fine of 1,200 non-taxable minimum citizens' incomes [UAH 20,400] and will be deprived of the right to drive a vehicle for three years. The law also stipulates that such offenses committed by a person twice during a year are punishable by a fine of 2,400 non-taxable minimum citizens' incomes [UAH 40,800] and he will be deprived of the right to drive a vehicle for 10 years. The latter provision became the mitigating amendment in the second reading of the draft law. The version adopted in the first reading provided such a punishment if such violations are committed twice within five years.

The law comes into force on the day following its publication.

As reported, this bill was registered by MPs Andriy Teteruk (People's Front faction) and Mykola Palamarchuk (Petro Poroshenko Bloc faction) on April 5 of this year. The first reading of the document was adopted by parliament on May 31, while in the second reading and in the whole amount it was adopted on July 7. The bill was signed by the Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy on July 15 and sent to the president for signature.

Currently, 600 non-taxable minimum incomes of citizens make up UAH 10,200, 1,200 non-taxable minimums – UAH 20,400 and 2,400 – UAH 40,800.
