Ukrainian govt approves 'single window' at customs, institute of authorized economic operators

The Cabinet of Ministers at a meeting on May 25 approved a series of projects to reform the customs system, related to the implementation of "a single window" concept, the institute of authorized economic operators, restriction of the list of grounds for inspection of goods at customs.

"This [the introduction of new approaches to customs control] will provide tens of billions to the national budget and give the opportunity to national producers to develop competitively. This is one of our priorities. Everything the economy will earn will be used for the country's development and social policy," Prime Minister Volodymyr Groysman said at a cabinet meeting.

According to him, the government determined August 1, 2016 as a possible date for the implementation of special procedures of inspection of goods at customs, which are subject to inspection in accordance with the risk management system. This also provides for the technical re-equipment and modernization of customs, the introduction of photo and video recording of goods, license plates, time.

"As part of the customs reform our task is, above all, fight against corruption, smuggling and violation of customs rules, simplification of customs procedures, automation of customs services and, in general, recovery of confidence in the customs service," Finance Minister Oleksandr Danyliuk said.
