Parliament passes draft law on labor migration at first reading

The Ukrainian parliament on Thursday passed at first reading draft law No. 2330a on external labor migration with 243 supporting votes.

"The bill is, of course, a framework one, but it is intended to define in law a category of citizens – labor migrants," Social Policy Minister of Ukraine Pavlo Rozenko said in the parliament while presenting the document.

He said that at present, Ukrainian law does not have a clear notion of what a labor migrant is, and the labor and social rights of this category of citizens are not protected.

"The draft law includes the following rights of labor migrants and members of their families as the right to proper conditions of labor, social insurance and reunion of families. The state is obliged to provide proper labor conditions, social insurance, bonuses and recreation via signing interstate agreements on the relevant rights," he said.

The state promotes the creation of conditions for transferring money to Ukraine by labor migrants, and labor migrants should pay taxes and duties under Ukrainian law.

If the draft law is passed at second reading, it will take force the next day after its publication.
