Ukraine promises not to exceed greenhouse gas emissions of 60% of 1990 level under new climate agreement

To prepare for a global climate agreement which could be signed by global leaders in Paris in December 2015, Ukraine has undertaken not to exceed greenhouse gas emissions of 60% of the 1990 level.

The Cabinet of Ministers by decree No. 980 of September 16 approved Ukraine's expected nationally defined contribution to the new draft climate agreement.

Earlier, the draft Cabinet order, which has been posted on the website of the Ministry of Ecology and Natural Resources, states that since 1991 Ukraine's contribution to the reduction of global greenhouse gas emissions totaled 10.2 billion tonnes. Emissions in 1990 amounted to 944.4 million tonnes and in 2012 emissions totaled 375.4 million tonnes, or 42.9% of the 1990 level. The reduction was mainly due to a 30% lower GDP and the population of the country falling by eight million.

Ukraine, as a party to the UN Framework Convention on Climate Change and its Kyoto Protocol, is taking part in the preparation of a new global climate agreement for 2021-2030. The adoption of the expected nationally defined contribution by the Ukrainian government is part of the preparations for the agreement, and Ukraine can count on its inclusion in the Synthesis Report which will be considered at the Climate Conference in Paris in December 2015.
