Efficient gas solution with Russia should settle debatable issues before April 2016 - Naftogaz

An efficient solution to the gas issue with Russia must be trilateral, binding, and reflective of provisional agreements over all debatable aspects, at least before the end of the first quarter of 2016, according to Naftogaz Ukrainy.

"The decision that will allow [the company] to ensure the reliability of Russian gas supplies to Ukraine and the EU until the completion of legal proceedings between the parties in Stockholm, and should fix provisional agreements on all the key issues on which the sides have differences," reads a press release issued by Naftogaz.

In addition, Ukraine insists on signing such a decision as a tripartite protocol at the level of the Energy Ministries of Ukraine, Russia and the representative of the European Commission, which should ensure the responsible execution of the agreements reached by all parties to the process.

Naftogaz also believes it necessary to sign a supplement to the contract for gas supply with Gazprom, which will display the agreements recorded at a high level.

"The winter package, signed by the parties in Brussels in late October 2014, was built on the basis of this principle. This package of agreements showed its efficiency and ensured stable supplies of Russian gas in the heating season of 2014-2015," the company staid.

Earlier, an agency source in the Ukrainian government said that the Russian delegation did not want to discuss the terms of cooperation with Ukraine in the gas sector after the third quarter.

"Russians do not want to sign a new protocol and are not ready to seek a solution for the next winter. They offer a non-obliging decision only for the third quarter," he said, adding that is not suitable to Ukraine or the European Commission.
