Economic situation to affect decision on gas discount for Ukraine – Medvedev

Further decisions concerning the price Ukraine pays for Russian gas will depend on the situation in the global economy and the gas market, Prime Minister Dmitry Medvedev said.

"We will wait and see. Further decisions will depend on both the economic situation and, naturally, the market in gas and those criteria that we apply in future," Medvedev said during a meeting with Energy Minister Alexander Novak and Gazprom CEO Alexei Miller.

"The decision has been made to sign a government resolution that temporarily, for one quarter, establishes special procedures for calculating the import duty on gas supplies to Ukraine," Medvedev said.

"We cannot provide a discount at the previous level," he said, not only due to "the situation in Ukraine, but the change in the price situation."

The price of oil, which is used in determining the gas price, "has fallen greatly."

"It must not be forgotten, that Naftogaz retains a large unpaid debt to Gazprom, a multibillion debt to Gazprom," he said.

Taking into account all factors, the final price of gas for Ukraine in the third quarter will be about $247.17 per 1,000 cubic meters, Medvedev said. "That includes a discount. In other words, the price of gas for Ukraine will be comparable to the price for neighboring countries," he said.

"Let's issue all the documents and proceed based on these decisions in the coming three months," Medvedev said.
