Ukrainian speaker enacts partial departure from human rights convention pending end of Russia's aggression

Ukraine's Verkhovna Rada Chairman Volodymyr Groysman on Monday signed a parliamentary declaration on the departure from some of the country's obligations under the Human Rights Convention until the full end of Russia's armed aggression, the Ukrainian parliament announced on its website on Monday.

It was reported that last Thursday, May 21, the parliament approved the declaration, whereby the country abandons some of the commitments it assumed under the International Covenant on Civil and Political Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms until military aggression ends in full. The relevant decree was favored by 249 parliamentarians.

Among other things, the document provides for "full termination of Russian military aggression" through removal of all illegal armed groups and restoration by Ukraine of full control over the national border.

"The full end of Russia's armed aggression implies the withdrawal of all illegal armed units controlled by Russia, the withdrawal of Russian occupation forces and their military hardware from Ukrainian territory, and also the restoration of Ukraine's full control over its state border and a number of other provisions," the statement says.

"As a state against which aggression has been committed, we have the right to derogate from these obligations to defend our citizens," Verkhovna Rada Deputy Chair Oksana Syroid said in presenting the draft statement before its adoption.
