Rada registers presidential bill on legal regime of martial law

Ukrainian President Petro Poroshenko has submitted a bill on the legal regime of martial law to the Verkhovna Rada.

Bill No. 2541 was registered on the parliamentary website on Friday.

According to an explanatory note to the document, it aims at updating the legislative regulation of the legal regime of martial law, taking into account the specifics of modern armed conflicts and experience of conducting the antiterrorist operation in eastern Ukraine.

The law foresees the expansion of a list and details of martial law measures, guarantees for work of the Ukrainian president, parliament, the updating of powers of military command and government authorities in the conditions of martial law, military administrations which are temporarily government authorities created by the Ukrainian president on the territories where martial law is introduced to ensure the execution of the Constitution of Ukraine and Ukrainian law.

Special attention is paid to the measures of the legal regime of martial law.

It was reported earlier that Poroshenko had enacted the National Security and Defense Council's February 18 decision On additional measures to strengthen Ukraine's national security on March 12.

The document says that the National Security and Defense Council endorsed a bill on amending the Ukrainian law On the legal regime of martial la w, and the president was advised to urgently submit it to the Verkhovna Rada.

National Security and Defense Council Secretary Oleksandr Turchynov said following the February 18 session that the council had approved amendments to the law on the legal regime of martial law. He reasoned that the law had been adopted long ago and was inconsistent with the current situation.
