The Foreign Ministry of Ukraine lays the responsibility on Russia for victims among peaceful civilians in Donbas and calls on the international community to undertake decisive actions against terrorists' organizations.

"Russia which continues supporting terrorists' actions in Donbas and military servicemen of which are taking part in combat actions against Ukraine is fully responsible for innocent victims in Volnovakha, Debaltseve, Donetsk, Mariupol and many other towns and villages of Ukraine," reads a statement of the ministry posted on its website.

The Foreign Ministry of Ukraine expressed hope that the today's crime in Mariupol, where as a result of shelling of residential districts over 20 peaceful civilians have been killed and over 80 people have been wounded, will be investigated thoroughly in an unbiased way and guilty persons will be punished.

"We call on the Organization for Security and Co-operation in Europe Special Monitoring Mission (OSCE SMM) to Ukraine to urgently take part in the investigation," the ministry said.
