World must not allow Russia to deploy nuclear weapons on Ukrainian territory - in Crimea

Russia is violating agreements on the non-proliferation of nuclear weapons, Ukrainian Prime Minister Arseniy Yatseniuk has said.

"Russia constantly violates international laws and constantly threatens NATO members, for example, by violating the airspace. And Russia has begun to violate the Treaty on the Non-Proliferation of Nuclear Weapons," the Ukrainian government's press service quoted him as saying at a conference of the European Policy Center in Brussels on Tuesday.

According to Yatseniuk, "the question of the deployment of nuclear weapons in Crimea is another indication that there is a conflict not only between Ukraine and Russia."

He noted that it was a challenge to the whole world, and that the world must respond by all means and methods to prevent Russia from deploying nuclear weapons on Ukrainian territory.

"After all, Crimea is Ukrainian territory," Yatseniuk said.

He recalled that in 1994, Ukraine gave up its nuclear arsenal by signing a "notorious Budapest Memorandum." Thus, he said, it is not allowed to deploy nuclear weapons on Ukrainian territory.

Yatseniuk also said that there were several attempts to reach peaceful agreements with Russia - in Geneva, then in Normandy and in Minsk: "The only agreement that we have is the Minsk agreements that have been signed and supported by Russia. And, in fact, President Putin supported the idea of the Minsk agreements and then refused to implement them."

He again called for the immediate implementation by Russia of the Minsk agreements.

"The Minsk agreements are not the menu. All 12 points must be fulfilled," he said, adding that it is first necessary to establish control over the border between Ukraine and Russia.

Russian Foreign Minister Sergei Lavrov said in an interview with Interfax on December 15, responding to a question as to whether Crimea can be regarded as a location to place Russian nuclear weapons: "Crimea has now become part of a country that has such weapons under the Treaty on the Non-Proliferation of Nuclear Weapons."

At the same time, Russian Strategic Rocket Forces (RVSN) commander Col. Gen. Sergei Karakayev said on Tuesday that RVSN does not plan to deploy its units in Crimea.

"No, we do not plan the formation of RVSN military units on the territory of the Crimean peninsula," Karakayev said, when asked whether RVSN units will be deployed in Crimea.

"There is no need in this [deploying RVSN units in Crimea]," he added.

"The range of modern ballistic missiles allows to destroy targets in any part of the globe without approaching Russia's borders. Our missile complexes are deployed deep on our territory where they are well protected from an enemy's means of destruction," Karakayev said.
