The Bloc of Petro Poroshenko has said that the coalition agreement must not contain a quota-based principle of forming the Cabinet, including the issue of political allegiance of deputy ministers.

"Our draft coalition agreement states clearly that we are against any quota-based principle whatsoever at the level of deputy ministers. We believe that each minister must bear political responsibility, but at the same time he has the power to form a worthy team," Petro Poroshenko Bloc headquarters chief Vitaliy Kovalchuk said in Kyiv on Friday.

It is crucial to have at least several candidates for each ministerial or deputy-ministerial position, who "in their competitive struggle must prove their efficiency and ability to work in a team," he said.

"This coalition agreement must not be the result of compromise but a result of a consensus among all political forces that will join the coalition agreement," Kovalchuk said

Independents elected in single-mandate constituencies, and not just parliamentary faction representatives, can join these agreement, he recalled.

For his part, leader of the Bloc of Petro Poroshenko Yuriy Lutsenko added that the quota-based principle would only be applied when forming the structure of the parliament.

"The quota-based principle will be applied in organizing the internal life of Verkhovna Rada: it is a traditional approach when forming committees, sub-committees and other parliamentary services. Quotas in government - no," he said.
