Ukrainian foreign minister: Elections in self-proclaimed Donetsk, Luhansk republics illegitimate

Ukraine is determined to prevent illegitimate elections called by the self-proclaimed Luhansk and Donetsk People's Republics on the territories under their control, Ukrainian Foreign Minister Pavlo Klimkin said.

The Ukrainian government "will do all it can so as not to allow so-called elections in early November, where they are going to elect so-called presidents or government bodies," Klimkin said at a joint press conference with the German foreign minister in Berlin on Friday.

"Donetsk's and Luhansk's involvement in the common Ukrainian political process will be determining, and this can be done, including through holding fair elections," he said.

"From the legal viewpoint, such elections would absolutely determine those representatives of Donetsk and Luhansk who would be able to take on responsibility for the situation and would really represent the people living in Donbas, who would be able to lead this region ahead within a united, democratic and European Ukraine," Klimkin said.

"Everything that is being done should be done so that peace should come to Donbas and all the 12 clauses within the framework of the agreements [the Minsk memorandum] could be fully implemented," he added.

Early parliamentary elections in Ukraine are scheduled for October 26. The Ukrainian Central Elections Commission believes it is possible to hold elections in 18 out of the 32 electoral districts in the Donetsk and Luhansk regions.

At the same time, the self-proclaimed Luhansk and Donetsk People's Republics declared their intention to hold elections of their heads and members of their supreme councils on November 2. Later reports indicated that the elections could be put off to November 9.
