Kyiv completes internal procedures for enactment of Association Agreement with EU – Foreign Ministry

Ukraine has handed over the instrument of ratification of the Association Agreement with the European Union to the Council of the EU, the Ukrainian Foreign Ministry has reported.

"Ukraine has handed over the instrument of ratification of the Association Agreement to the depositary of the General Secretariat of the EU Council," Foreign Ministry spokesman Yevhen Perebyinis said at a briefing in Kyiv on Tuesday.

"Ukraine has thus completed all internal state procedures for the enactment of the Agreement," Perebyinis said.

He noted that on September 29 the EU Council decided to delay the implementation of the Free Trade Area (FTA) section of the agreement until the end of 2015.

According to Perebyinis, this is fully consistent with the agreements reached by the foreign ministers of Ukraine, the EU and Russia on September 12.

"This opens up a path towards the beginning of temporary implementation of the association agreement from November 1, 2014, practically in full, except Section Four, namely, the free trade area," Perebyinis said.

In particular, the following sections of the association agreement will start being implemented from November 1, 2014: political dialogue and reforms; political association; cooperation and convergence in the area of foreign affairs and security policy; justice, freedom and security; economic and sectoral cooperation; financial cooperation; institutional, general and final provisions, the spokesman for the Foreign Ministry said.
