Turchynov enforces National Security and Defense Council resolution on alerting Ukraine's armed forces

Ukrainian acting President Oleksandr Turchynov by decree enforced a resolution of the Saturday session of the National Security and Defense Council on alerting the Armed Forces of Ukraine and other issues.

"By his decree the president enforced the resolution of the National Security and Defense Council," council secretary Andriy Parubiy announced at a Sunday briefing.

He read out the resolution adopted at the council session Saturday evening.

"The National Security and Defense Council of Ukraine resolved that, firstly, chief of the General Staff, commander-in-chief of the Ukrainian Armed Forces and heads of other military formations immediately bring the Armed Forces of Ukraine and relevant military formations to combat readiness," he said.

The second clause is classified, Parubiy added.

The third clause contains instructions to the Ukrainian Defense Ministry to organize and conduct drill sessions with persons subject to military service on a necessary scale within a timeframe defined by the General Staff of the Armed Forces of Ukraine.

"Fourthly, the Cabinet of Ministers of Ukraine to immediately assign the necessary financial, material, technical and other resources to guarantee the rights and interests of the citizens of Ukraine, the sovereignty, territorial integrity and inviolability of the state borders of Ukraine."

In addition, the council bound the Foreign Ministry to immediately address the foreign policy agencies of countries-signatories of the Budapest Memorandum - the United States and Great Britain - to guarantee the security of Ukraine and conduct corresponding consultations with officials in Kyiv.

The sixth plank of the resolution binds the Interior Ministry "to tighten security at energy and strategic infrastructure facilities."

The seventh plank implies the formation of crisis headquarters on the situation in Crimea and Sevastopol, Parubiy said.

He said that the headquarters would be led by the secretary of the National Defense and Security Council and consist of representatives of the Cabinet, the Defense Ministry, the Interior Ministry, the Prosecutor General's Office, the Cabinet of Crimea and the Sevastopol city administration. It should guarantee the monitoring and analysis of reports about the situation in Crimea and Sevastopol and work out proposals on resisting national security threats, Parubiy said.
