Rospotrebnadzor leaves Ukraine without signing off on results of Roshen inspection, says ministry

The committee of the Russian consumer rights watchdog Rospotrebnadzor has completed their working visit to Ukraine to inspect confectionary plants of the Roshen corporation, the Agricultural Policy and Food Ministry of Ukraine said.

"According to the information I have, they were to complete the inspections and sign the documents… They are not summarizing, not considering a joint document and are going to leave," Ukrainian First Deputy Agricultural Policy and Food Minister Ivan Bisiuk told reporters.

The Ukrainian Agricultural Policy and Food Ministry has sent a letter to the Russian watchdog asking it to make a conclusion based on the results of inspections, Bisiuk said.

"We have just sent the letter that there was an agreement and it is not been fulfilled," the official said.

Rospotrebnadzor banned imports of chocolate and candies produced at four Ukrainian plants of Roshen due to quality issues in July.

In August Rospotrebnadzor Chief Gennady Onishchenko and Ukrainian Agricultural Policy and Food Minister Mykola Prysiazhniuk agreed during talks in Moscow on a mechanism to return Roshen products to the Russian market. In particular, the Russian watchdog was to inspect four Ukrainian plants. Rospotrebnadzor is ready to allow the Ukrainian products to Russia but while checking each batch.

On October 22, Rospotrebnadzor started inspecting the Kyiv plant of Roshen.

Gennady Onishchenko has been relieved of his duties as Rospotrebnadzor chief because he turned 60 years of age. Onishchenko has been appointed as a prime minister's aide. Anna Popova has been appointed acting head of the watchdog.
