Ukraine to strengthen control over observance of rights of children adopted by foreigners

Ukrainian President Viktor Yanukovych has instructed the government to improve its monitoring of the observance of the rights of children who were adopted by foreigners and live outside Ukraine, and to ensure there is effective protection of their rights and legal interests.

A respective instruction was signed on Saturday and posted on the Web site of the head of state.

According to the document, Prime Minister Mykola Azarov should ensure the settlement by July 1 of the issue of increasing the maximum number of employees of Ukraine's foreign diplomatic missions for the effective fulfillment in the United States, Italy, France and Spain of the functions of monitoring the observance of the rights of children who were adopted by foreigners and live outside Ukraine.

In addition, the government should analyze the effectiveness of the checks by Ukraine's foreign diplomatic institutions over the observance of the rights of these children by providing effective mechanisms to detect violations of their rights and ensure the protection of the rights of such children, including through their return to Ukraine.

Foreign Minister Leonid Kozhara President was ordered to take measures to improve the procedure for the consular registration by Ukraine's foreign diplomatic institutions of child citizens of Ukraine who were adopted by foreigners and live outside Ukraine.
