New subway station in Kharkiv to be finished using money from sale of part of Metallist stadium, says mayor

The construction of the Peremoha new subway station in Kharkiv will be finished using funds received from the sale of the part of the Metallist stadium in municipal ownership, Kharkiv Mayor Hennadiy Kernes has said.

"Monday raised from the sale of the Euro 2012 facility and our main football arena will be sent to finish the construction of a subway towards Oleksiyivka [the 30th Peremoha subway station], to finish the construction of a philharmonic building in Kharkiv and complete the reconstruction of the History Museum, which after reconstruction will become a museum of modern art and history," Kernes said at a session of the Kharkiv City Council on Wednesday.

He said that Ukrainian President Viktor Yanukovych supported a proposal of Head of Kharkiv Regional Administration Mykhailo Dobkin to leave in the local budget 100% of the sum received from the sale of the part of the Metallist stadium that is now in municipal ownership.

"This is not one kopeck and not one million. This is over UAH 1.5 billion, which will go to the regional budget," Kernes said.

At the session, the lawmakers amended the program on the construction and development of Kharkiv subway for 2010-2015 and approved expenses on its realization using the funds from the Kharkiv budget in 2013. In particular, the commissioning of the section between Oleksiyivska and Peremohy Avenue stations was postponed for 2014.

According to the estimate expenses, it is planned to earmark UAH 500,000 for the financial aid to Kharkiv Directorate of Subway Construction municipal company from the general fund of the budget. According to the explanatory note to the document, the financial aid is required for the stable operation of the company and for paying wage arrears appeared due to the absence of financing of the subway construction in Kharkiv.

In addition, UAH 300,000 will be allocated from the special fund of the budget for design works on adjustment of construction projects of the third line from the Vaschenko Metrobudivnykiv (Subway Tunnelers) Station to Odeska Station and the construction of the Oleksiyivske subway depot with the junction line to the third line of the Kharkiv subway.

As reported, the new owner of Metallist FC Serhiy Kurchenko said that he is ready to buy the municipal stake in the stadium.

According to the forecasts of Head of Kharkiv Regional Administration Dobkin, the facility could be put up for sale in the third quarter of 2013 and it will be sold for a sum equivalent to $70 million (the funds spent on the reconstruction of the stadium from budgets of various levels).

It was planned to launch the Peremoha subway station by May 9, 2012. However, due to a lack of financing the launch has been postponed several times.

At the end of August of 2012, after a working visit to Kharkiv, President Yanukovych ordered that state financial aid be provided for the construction of the Kharkiv subway in 2012-2013 to launch the Peremoha station, and to continue design and preparation works at the section of line from the Vaschenko Metrobudivnykiv Station to Odeska Station.

In September 2012, Kernes said that city authorities are looking for various sources of financing for the construction of the subway, and the construction of the Peremoha station had been frozen until a reliable source of financing is found.
