Kyiv subway could decrease train speed due to deterioration of tracks

Kyiv Metropoliten has pointed to a problem of insufficient financing of its needs and non-refunding of expenses for the transportation of passengers entitled with benefits from the national and local budgets, and the lack of correspondence between the cash cost of transportation and the current subway fares, the press service of Kyiv Metropoliten has said.

The press service reported that the said issues were discussed at a meeting of its technical and economic council, as well as the provision of safety in passenger transportation in the crisis situation at the enterprise.

The company said that the above-mentioned circumstances caused the systemic worsening of its financial state – in 2012 its loss came to UAH 345 million.

"There is an urgent need to settle the problem of exploitation of deteriorated tracks in the said conditions, as it is directly linked to the safety of passenger transportation," reads the report.

Some 8.5 kilometers of rails, 3,500 wooden ties and 396 crossing and bridge sleepers have to be replaced, although material stocks for repair of tracks are exhausted at the enterprise and there are no funds to buy them.

"Discussion participants have considered ways of ensuring the safety to train services, taking into account the current state of tracks, and discussed the possibility of reducing train speed on sections where the tracks have known better days. This will cut the dynamic burdens on rails and the trains run on them," the company said.

Divisions of Kyiv Metropoliten have started preparing documents on amending the train service schedule with systematic monitoring of the state of tracks.

"In the present circumstances, this decision is the only right one, as despite financial problems, the enterprise is obliged to ensure the safety of train services, and to service large passenger flows," reads the report.

However, the company said that the reduction of train speeds was a temporary measure, and while this is not a way out of the situation with tracks, it will allow their replacement to be put off for a while.

"If the needs of Kyiv Metropoliten are not financed properly in the future, this will result in the further reduction of train speeds and later in the closure of sections where the state of the tracks is unsuitable for operation," the company said.
