Parliament passes at first reading fodder safety bill

Ukraine's Verkhovna Rada has passed at first reading bill No. 2845 regarding safety and hygiene of fodder that indicates requirements to labeling, packaging, transportation and flow of fodder and fodder additives.

A total of 234 lawmakers backed the document on Tuesday.

The bill determines the legal and organizational basis for the production and turnover of fodder, regulates the relationship between the executive authorities and fodder market players.

In particular, the document provides for the basic principles of public control of fodder; rights and obligations of market players; the procedure for registration, termination, renewal, cancellation of the public registration of facilities; requirements for the production and turnover of fodder, facilities producing fodder for their imports into Ukraine; responsibility for violation of legislation related to fodder.

Deputy Head of the agrarian committee Oleksandr Bakumenko said in the Verkhovna Rada that the bill for second reading should include some provisions of the alternative bill No. 2845-1.

"It is proposed to use the provisions of an alternative bill on the abolition of public registration of fodder that does not exist in the EU and to introduce a public register of fodder additives in Ukraine on the basis of recognition of the register of fodder additives in the EU," he said.

According to him, bill No. 2845 will include regulations on the labeling and packaging of fodder, envisaged in alternative bill No. 2845-1, for second reading.
