Ukrainian Cabinet approves creation of directorates within ten ministries, secretariat

The Cabinet of Ministers of Ukraine has approved the establishment of directorates within its ten ministries and the Secretariat of the Cabinet of Ministers as part of the public administration reform.

A corresponding decision was made at a government meeting on Friday, an Interfax-Ukraine correspondent reported.

The draft decision, which is available to Interfax-Ukraine, says the directorates will be established in 2017 within the ministries of agrarian policy and food; energy and coal industry; infrastructure; culture; health; education and science; regional development, construction, housing and utilities; social policy; finance; and justice.

The government also approved the formation of general departments at the National Agency for Civil Service and the State Agency for Electronic Governance.

The directorates will also be established in the Secretariat of the Cabinet of Ministers to carry out tasks related to coordinating the work on strategic planning, organizing the preparation of proposals to the prime minister concerning the priorities of state policy, draft plans of priority actions of the government, and their implementation.

The number of directorates' staff and expert groups will be determined by the state secretary of the ministry, depending on the complexity of the assigned tasks.

Also, the Cabinet established within the structure of the secretariat the Directorate for the Coordination of Government Policies and Strategic Planning; Directorate of Public Administration, Directorate of Government's Digital Development; Monitoring and Control Directorate; and the Governmental Office of European and Euro-Atlantic Integration.

At the same time, the government increased the maximum number of the Secretariat's staff by 180 people to 828 people, and the directorates themselves in the secretariat will be created by May 1, 2018.
