Health ministry's legal initiatives imply mandatory registration of healthcare institutions in eHealth

Legal initiatives – bill No. 6327 on government financial guarantees – proposed by the Health Ministry imply the mandatory registration of healthcare institutions in the eHealth national healthcare electronic system, acting Health Minister Ulana Suprun said at the presentation of the eHealth in Kyiv on Thursday.

"It is very important that the bills are adopted, since they contain mandatory requirements for registration of clinics, patients and doctors. If the registration is voluntary only, no one will be registered. The bill says that registration will be mandatory and that healthcare institutions are to be registered before April 1, 2018. Then we will have the right register," she said.

In turn, Head of the eHealth system project office Yuriy Buhay said that the eHealth registers, in particular the registers of clinics, doctors and patients, "will be required not only for the healthcare system, regardless of whether the bills [on the healthcare reform] are adopted or not, as various social payments will be settled using them."

"For the healthcare reform and primary care reform, the information from the registers is key, as without it the amount of abuse the number of "dead souls" will be large," he said.

Deputy Health Minister Pavlo Kovtoniuk said that eHealth will allow controlling the effectiveness of public spending on health.

"Doctors will work in an honest and fair system that lacks "equaling." A good, talented doctor who will have more patients will receive more money from the state," he said.
