Road fund to help to shift away from annual planning in sector – Ukravtodor head

The decision to create the state road fund has become an important event for Ukraine and it was underestimated, Head of the Ukrainian State Road Agency, also known as Ukravtodor, Slawomir Nowak has said.

"The road fund is important for developing the sector. I am surprised that media have yet underestimated the fact how fundamental the change is for the road system. We should explain to people why the budget-sustained fund is important for the country. Without it the sector would not shift away from annual planning, while annual planning is money to burn," he said in an interview with Interfax-Ukraine.

Nowak said that with this approach political issues would always be raised and their solving would also depend on the politics.

"It is impossible to build good roads in one year no matter how anyone says or wants. If the prime minister told me, for example: "Slawomir, we have UAH 100 billion. Build roads by the end of the year!" I would say that this is impossible. No one in the world would do it. However, UAH 100 billion with planning for two or three years is good. These funds could be used as effectively as possible," Nowak said.

He said that the road sector is working as a machine – it is better not to stop it permanently. Ukravtodor should have information how much will be provided for roads in 2018, 2019 and 2020, understand the volume of works, what credits are to be taken and how and when to hold tenders.

"The road fund would help to do this," he said.
