Experts have started a public debate on the bill 4117 on the use of the tablet like a cash register

Expert groups are actively finalizing the bill №4117 on the liberalization of the market of cash registers to its adoption in the second reading. Industry discussions held in office of Resuscitation package of reforms (RPR), and in the Verkhovna Rada on 17 and 18 of October. During the discussion, the idea of innovation positively assessed by experts and the public, pointing to prospects for completion of the document. It is worth noting that 4117 was one of the few bills that received widespread support as the majority of industrial business associations, experts, MPs, and as the Ministry of Finance, Ministry of Economic Development, the NBU and the public councils GFS.

The bill provides for the introduction of a new type of RPT (registrar of payment transactions). It will be digital. The principal difference from the existing system is that the new system can be connected not only to the cash registers, but also to the laptops, tablets, computers and even smartphones.

On 17 of October at the office of RPR was held discussion of the bill №4117 by experts and the related liberalization of the market of payment transactions recorders. RPR experts presented their analysis of the world experience, perspective and new ways of solving problems in the market PPO people's deputies, representatives of the Ministry of Finance, business associations and relevant non-governmental organizations.

According to the intensive care team of the reform package, constructive revision of the draft law will substantially change the document, and its appearance liberalize RPT market and create conditions for unshadowing economy of the country.

During the discussion of the main expert of the "tax reform" Ilya Neskhodovsky said that a digital RPT would significantly minimize the cost of maintenance of the workplace, where the use of PPO necessarily cancel the purchase of special equipment, its registration and re-registration in the fiscal authorities. It may also be significantly reduced running costs such as purchase of a cash tape and payment service.

"It is necessary to remove the administrative functions of the State Fiscal Service and make the process as simple as cash transactions for entrepreneurs. Fiscalization should take place at the level of GFS software which is easy to download by the entrepreneur ". It was the philosophy of innovation by Ukrainian MP and co-author of the bill Andrei Zhurzhy.

October 18 at the round table "Distributed Computer-cash system as an effective tool of cash payments liberalization" in the Verkhovna Rada was discussed the mechanisms of implementing a new system through departmental instructions, introducing regulations governing the technical side of the issue.

Oleg Kryshin, MP, co-author of the bill number 4117 appointed, "Digital RPT is a voluntary opportunity to give the entrepreneur and the buyer to receive a check, printed, for example, a tablet, and still be able to work with a classic cash register"..

The philosophy of innovation supported by most of the participants of the round table: representatives of the NBU, GPNS, and representatives of regional public councils GFS, relevant professional associations (manufacturers, IT companies), RPR experts, representatives of the Chamber of Tax Consultants. Experts pointed out that of detailed regulatory framework will need to fix on the legislative level, a number of technical nuances such as implementation of cloud PPO, secure data transmission systems, the use of technology of blockchain etc.

Discussion of experts and representatives of business will continue in the coming days in the Ukrainian Chamber of Commerce and Industry, which will host a roundtable "PPO liberalization is not far off - discussing the bill number 4117" and the European Business Association.
