New public procurement system at Defense Ministry allows to save about UAH 200 mln

The new public procurement system, implemented by the Defense Ministry of Ukraine, allowed to save about UAH 200 million in 2015, Deputy Defense Minister Yuriy Husev has said.

"Ernst&Young is now actively assisting us in building a new system of public procurement. Despite the fact that we are the only ministry that has implemented non-threshold electronic procurement, as there was a separate decision of the Cabinet of Ministers for this, we are also building a new quality control system, a new procurement system, which would be as transparent as possible for taxpayers and clear to soldiers," he said on the air of TV Channel Five.

He noted that much has been achieved since August 2015, when the Defense Ministry launched the reforms office. Thus, the introduction of the new e-procurement system resulted in saving about UAH 200 million from the expected value of various types of equipment.

"For example, the Ministry of Defense in early 2015 purchased summer uniforms at a price of about UAH 900, while at the end of the year the price was around UAH 600. And there are many such examples," the deputy minister added.

He said there has been also created a single medical information system that allows to enter first data about the wounded directly in the ATO zone, after which the data, getting into the unified system, become available to doctors, for instance in a hospital in Kyiv, to which a wounded fighter is delivered, even before his arrival.
