The Cabinet of Ministers of Ukraine have made the decision in accordance with the National Security and Defense Council of Ukraine to ban flights to Ukraine of Russian airline companies, including Aeroflot and Transaero, Ukrainian Prime Minister Arseniy Yatseniuk said.

"We have made the decision to ban flights by Russian airlines, first and foremost by Aeroflot and Transaero to Ukraine, the government said on Twitter quoting Yatseniuk at a cabinet meeting.

Additionally, according to the government's press service, Ukraine is also banning transit flights of Russian airline companies through Ukrainian airspace, "if they contain military combat equipment, duel purpose equipment, or, Russian military personnel," he said.

Yatseniuk also ordered the message to be relayed to the Russian side.

"Russian planes with Russian flags have no business at Ukrainian airports," Yatseniuk's press service reported.

However the text of the decree was without appendix №1 and №2 - lists of private and corporate Russian entities, and of other countries, to which sanctions are being applied.
