Kyiv says, Moscow distorts information on OSCE SMM movements

Ukraine has dismissed the accusations of Russian Foreign Ministry on hindering the movements of OSCE Special Monitoring Mission (SMM) observers.

"On April 27, Russian Foreign Ministry distributed the statement saying that Ukraine is accused of violating its obligations on ensuring the immunity and freedom of movements for OSCE SMM observers. According to the Russian Foreign Ministry, it interferes with the mission's carrying out its mandate and tasks on monitoring the realization of Minsk agreements. With full responsibility, we state that the actual situation is completely opposite," Spokesman of the Foreign Ministry Yevhen Perebyinis said at a briefing on Wednesday.

According to him, the mission's reports actually said about separate occasions, when OSCE observers' documents were checked at the checkpoints of the Ukrainian Armed Forces, which caused 5-10 minute delays.

"After such examination, monitors continue their movement except for the cases, when shellings on their route create a threat to observers' lives and safety," Perebyinis said.

He also added that OSCE observers have either no access to restricted access to the territories temporarily controlled by the militants, including the Ukrainian-Russian border.

"The access to the above-mentioned territories temporarily uncontrolled by Ukrainian authorities is granted by illegal armed formations, only when there's an escort. There are numerous occasions of terrorists' threatening SMM monitors with guns," the Foreign Ministry spokesman said.

Therefore, instead of making unsubstantiated accusations towards Ukraine, Russia must make illegal armed formation under its control, provide observers with guarantees of safety and unhindered access to all the militants-controlled territories, Perebyinis said.
