Suppliers' debt on tender delivery of drugs as of early December reaches 30% of signed contracts

The debt of suppliers for drug delivery, purchased for the national budget funds under the program of 2014, as of December 1 came to UAH 440 million, or 30% of the cost of all contracts signed at that time, the public organizations Patients of Ukraine and Anticorruption Action Centre have told Interfax-Ukraine.

According to their data, at the beginning of December the largest debt was at Pharmex Group (UAH 120.3 million), Liudmyla-Pharm (UAH 87.1 million), Ukroptpostach (UAH 60.3 million), Pharmadis (UAH 49.2 million), CJSC Medpharcom-Center (UAH 24.3 million), CJSC Biofarma (UAH 22.1 million), Vektor-Pharma (UAH 17 million), and Bakmed (UAH 16.8 million).

In addition, the center noted problems with the purchase of drugs for the treatment of hepatitis, in particular because of the unclear definition of requirements for the procurement subject as for dosage, thus giving grounds to some bidders, namely Ukrbiotekhnologiya-TM and Valartin Pharma, to consider the tender conditions to be "made for one participant."

"The procedure of procurement lasts about six months, after the third attempt to conduct a tender the Health Ministry removed discriminatory conditions. However, in December 2014 the use of Alphapeg was prohibited (for the treatment of hepatitis), which might also complicate the completion of the procedure," the center reported.
