Anti-raider commission receives about 70 complaints totaling UAH 1 b, says Arbuzov

The interdepartmental commission on combating the illegal takeover and acquisition of enterprises has received about 70 complaints with damages estimated at from UAH 500,000 to UAH 300 million, totalling about UAH 1 billion, First Vice Premier and head of the agency Serhiy Arbuzov has reported.

"Considerable growth in the number of complaints occurred after the meeting with the ambassadors of European countries. Some appeals were passed to the commission directly during the meeting, and all of them have been accepted for consideration," he added.

According to him, industrial enterprises suffer the most from raider attacks - about half of the complaints were from the extraction and processing industries.

Next are raider takeovers of real estate (hotels, health resort centers, land plots) totaling 30%, while the rest of the appeals refer to minor disputes between business entities, Arbuzov said.

The head of the agency noted that the commission sittings at which the complaints of companies will be considered could be open to the public. Independent experts will be involved in the work of the commissions, Arbuzov said.

"A raider attack usually happens with the direct assistance of state agencies of various levels. The commission's work is aimed at creating the conditions under which the use of administrative instruments for raiding will become impossible, and the people involved in this will be held to account. Our role is to build an efficient system for combating raiding and to reinforce the quality of cooperation between various state agencies," the vice premier said.

The press service of the first vice premier said on Friday that during its sitting the analytical group of the commission on July 26 prepared materials for each claim involving excessive bureaucracy, as well as on the illegal deprivation of property rights, for more detailed consideration at the sitting of an anti-raider commission that will be held soon.

In particular, the members of the group reviewed 12 complaints and appeals by enterprises that are members of the European Business Association (EBA), as well as appeals that were submitted during the meeting of Arbuzov with the ambassadors of EU states. On August 2, orders were signed on each of them, which were directed to the corresponding ministries and departments, in particular the Income and Tax Ministry, the Interior Ministry, the Natural Resources Ministry and the Prosecutor General's Office of Ukraine for further checks into possible violations.
